No. Every board has a way through, and that is a property of how the levels are made rather than a promise anyone has to keep: a level is built backward from a finished, winning line, so a solution exists before the puzzle does, and a simulation replays that line across the whole level band before a build ships. Whether you find it is another matter — a level can beat you, and what a given game offers when a board goes badly (undo, a shuffle, another go at the round) differs per game.
